I, Florence Ndepele Mwachande Mumba, Vice-President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the former Yugoslavia since 1991 ("International Tribunal"), exercising the functions of the President pursuant to Rule 21 of the Rules of Procedure and Evidence of the International Tribunal ("Rules"),

NOTING that the Appeals Chamber, composed of Judge Richard May (Presiding), Judge Florence Ndepele Mwachande Mumba, Judge Wang Tieya, Judge David Hunt and Judge Patrick Robinson is seized of this Appeal,

NOTING that, by its Scheduling Order of 13 March 2000, the Appeals Chamber has set aside 24 March 2000, to deliver its Judgement in relation to the Appeal;

NOTING that Judge Patrick Robinson is absent from the seat of the International Tribunal on 24 March 2000 for personal reasons;

NOTING that Judge Wang Tieya is unable to attend proceedings on 24 March 2000 due to illness;

CONSIDERING that Rule 15bis (D) of the Rules vests in the President the power to authorise a Chamber, in case of illness or an unfilled vacancy or any other similar circumstances, to conduct routine matters, such as the delivery of decisions, in the absence of one or more of its members;

HEREBY AUTHORISE the Appeals Chamber, composed of Judge Richard May, Judge Florence Ndepele Mwachande Mumba and Judge David Hunt, to sit and deliver the Judgement in the absence of Judge Wang Tieya and Judge Patrick Robinson.
