I, Lal Chand Vohrah, Judge of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("the International Tribunal"), exercising the functions of the President pursuant to Rule 22 of the Rules of Procedure and Evidence of the International Tribunal ("the Rules"),

NOTING the "Appeal against the Trial Chamber’s Order on Application for Provisional Release of Zoran Kupreskic, Mirjan Kupreskic, Drago Josipovic and Dragan Papic of 30 July 1999" dated 4 August 1999 and filed by fax on 5 August 1999 and by hard copy on 9 August 1999 by Defence Counsel for Drago Josipovic ("the Application for Leave to Appeal");

CONSIDERING Article 14(3) of the Statute and Rules 27 and 73 of the Rules;

HAVING CONSULTED the Judges of the International Tribunal;

PURSUANT to Rule 22 of the Rules;

HEREBY DECIDE to assign the following Judges to the bench of the Appeals Chamber provided for under Rule 73 of the Rules for the purpose of deciding upon the Application for Leave to Appeal:
