I, THEODOR MERON, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the former Yugoslavia Since 1991,

NOTING the appeals lodged by Miroslav Kvocka on 13 November 2001, Mladjo Radic and Dragoljub Prcac on 15 November 2001, and Zoran Zigic on 16 November 2001, against the Judgement rendered by Trial Chamber I on 2 November 2001;

NOTING the composition of the Appeals Chamber in this appeal, as set out in my order issued on 11 July 2003;

CONSIDERING the composition of the Appeals Chamber of the Tribunal set out in Document IT/222 issued on 17 November 2003;

CONSIDERING Articles 12(3) and 14(3) of the Statute of the Tribunal;

CONSIDERING the need to expedite the hearing and resolution of the appeal;

HEREBY ASSIGN, with immediate effect, Judge Florence Mumba to replace Judge Wolfgang Schomburg in the present case;

AND DETERMINE that the Appeals Chamber in case No. IT-98-30/1-A, The Prosecutor v. Miroslav Kvocka, Mlađo Radjic, Zoran Zigic and Dragoljub Prcac, will then be composed as follows:
