I, Gabrielle Kirk McDonald, President of the International Criminal Tribunal for the former Yugoslavia;
NOTING the Notice of Appeal and Appeal to the Appeal Chamber, filed by Counsel for Stevan Todorovic on 30 March 1999 ("Appeal");
CONSIDERING that Judge Lal Chand Vohrah has withdrawn from hearing the Appeal pursuant to sub-Rule 15(A) of the Rules of Procedure and Evidence of the International Tribunal ("Rules");
NOTING that Article 12(b) of the Statute of the International Tribunal ("Statute") provides that five Judges shall serve on the Appeals Chamber;
CONSIDERING Article 14(3) of the Statute and Rules 27 and 72 of the Rules;
HAVING CONSULTED the Judges of the International Tribunal;
HEREBY DECIDE to assign the Judge Fouad Abdel-Monem Riad to the Appeals Chamber for the purpose of deciding the Appeal.
THEREFORE the Appeals Chamber in the Appeal in case IT-95-9-AR72, the Prosecutor v. Simic et. al. shall be composed as follows:
