I, Florence Ndepele Mwachande Mumba, Vice-President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the former Yugoslavia since 1991 ("International Tribunal"), exercising the functions of the President pursuant to Rule 21 of the Rules of Procedure and Evidence of the International Tribunal ("Rules"),

NOTING the Judgement of Trial Chamber I in Tihomir Blaskic, filed on 3 March 2000;

NOTING the "Defendant’s Notice of Appeal", filed on 17 March 2000;

NOTING that Article 12(b) of the Statute of the International Tribunal ("Statute") provides that five judges shall serve on the Appeals Chamber;

CONSIDERING Article 14(3) of the Statute and Rule 27 of the Rules;

HAVING CONSULTED the Judges of the International Tribunal;

PURSUANT to Rule 21 of the Rules;

HEREBY DECIDE that the Appeals Chamber shall, subject to sub-Rule 22(B) of the Rules, for the purposes of determining the Appeal be composed as follows:
