I, RICHARD MAY, Presiding Judge of Trial Chamber III of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal"),

CONSIDERING the provisions of Article 21, paragraph 4(c), of the Statute of the International Tribunal ("Statute"), which guarantees the accused's right "to be tried without undue delay" and Article 20, paragraph 1, of the Statute, which enshrines the right to "a fair and expeditious" trial,

CONSIDERING that it is in the interests of justice and of a more expeditious and effectively managed trial to appoint a pre-trial Judge to be responsible for pre-trial matters on behalf of the Trial Chamber ("pre-trial Judge"),

PURSUANT TO Rule 65 ter (A) of the Rules of Procedure and Evidence of the International Tribunal,

HEREBY DESIGNATE Judge Mohamed Fassi Fihri to be the pre-trial Judge in this case, such appointment to take effect forthwith.
