I, Richard George May, Acting President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("the International Tribunal"),

ACTING pursuant to Rule 22(A) of the Rules of Procedure and Evidence of the International Tribunal ("the Rules"),

NOTING the intended initial appearance of the accused Radomir Kovac on 4 August 1999,

CONSIDERING that Judge Antonio Cassese and Judge David Anthony Hunt are both absent on leave,

CONSIDERING that the holding of an initial appearance under Rule 62 of the Rules is a routine matter,

PURSUANT to Rule 15(E) of the Rules,

HEREBY ORDERS that Judge Florence Ndepele Mwachande Mumba, Presiding Judge in Case No. IT-96-23-PT, could hold an initial appearance for Radomir Kovac, sitting alone under Rule 62 of the Rules.
