I, Richard May, Judge of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the former Yugoslavia since 1991 ("International Tribunal"), exercising the functions of the President pursuant to Rule 22 of the Rules of Procedure and Evidence of the International Tribunal ("Rules"),

NOTING Esad Landzo’s "Confidential Request to President" filed on 1 February 1999 ("Landzo’s Request") whereby counsel for the accused Esad Landzo requests the President of the Tribunal that "a Judge from a major Common Law jurisdiction, specifically England, Canada or the United States, preside over the panel at the hearing of his appeal";

NOTING that the President and Vice-President have withdrawn from this matter pursuant to sub-Rule 15(A);

CONSIDERING that it is improper for counsel to address the composition of any bench of the Chambers of the International Tribunal;

PURSUANT to Rule 22 of the Rules;

HEREBY dismisses the motion.
