I, O-GON KWON, Judge of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("International Tribunal"),
HAVING BEEN APPOINTED as the Pre-Trial Judge in this case by virtue of an Order of the Trial Chamber dated 28 April 2003,
NOTING the oral statements made by the parties at the Status Conference of 29 July 2003 and at the conferences held in accordance with Rule 65 ter of the Rules of Procedure and Evidence of the International Tribunal ("Rules"),
CONSIDERING that the duty of the Pre-Trial Judge is to ensure that the proceedings are not unduly delayed and to take any measure necessary to prepare the case for a fair and expeditious trial,
PURSUANT TO Rules 65 ter, 66(A)(ii) and 94 bis of the Rules,
