I, Gabrielle Kirk McDonald, President of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991 ("the International Tribunal"),

NOTING the transfer of the accused Damir Dosen ("the Accused") to the seat of the International Tribunal on 25 October 1999;

NOTING the intended initial appearance of the Accused on 1 November 1999;

CONSIDERING that Judge Bennouna and Judge Robinson will both be sitting on another case at the time of the initial appearance;

CONSIDERING that pursuant to Sub-rule 15(E) of the Rules of Procedure and Evidence of the International Tribunal ("Rules"), the holding of an initial appearance under Rule 62 is a routine matter;

PURSUANT to Sub-rule 15 (E) of the Rules;

HEREBY ORDER that Judge Richard May, sitting alone under Rule 62 of the Rules, may hold the initial appearance for the Accused.
