International Tribunal demands immediate arrest of accused.
The fact that four persons indicted by the Tribunal since 1995 are reportedly holding public law enforcement positions and were easily located by the media is another example of blatant disregard of international law.
These accused are:
- Zeljko MEAKIC, indicted on 13 February 1995 as Chief Commander of the Omarska camp and charged with genocide, crimes against humanity and war crimes,
- Miroslav KVOCKA, indicted on 13 February 1995 as Deputy Commander of the Omarska camp and charged with crimes against humanity and war crimes
- Mladen "Krkan" RADIC, indicted on 13 February 1995 as one of the Shift Commander of the guards of the Omarska camp and charged with crimes against humanity and war crimes
- Nedjelko TIMARAC, indicted on 21 July 1995 as a frequent visitor of the Keraterm Camp and charged with crimes against humanity and war crimes.
Along with the indictments referred to above, warrants for the arrest of the accused were issued in 1995 and forwarded to the appropriate local authorities, and copies of these documents as well as other relevant details were subsequently transmitted to IFOR.
Nonetheless the accused have not been arrested: the fact that they are still walking free is a clear breach of the provisions of the Security Council Resolution establishing the Tribunal and of the Dayton Peace Agreement. If true, the fact that they are holding public offices is an additional breach of the Dayton Agreement.
The Tribunal calls upon all the Parties, including Republika Srpska, to comply with their obligation to arrest immediately the persons indicted and to discharge all their other obligations under Dayton. The Tribunal also appeals to the international community to take appropriate measures to see its own decisions enforced.
