Warrants of Arrest and Orders for Surrender Issued for 12 Accused

 

Ljubomir Borovcanin, Milan Lukic, Dragomir Milosevic, Sredoje Lukic, Vinko Pandurevic, Vujadin Popovic, Savo Todovic, Dragan Zelenovic, Stojan Zupljanin, Gojko Jankovic, Goran Borovnica, Ljubisa Beara

On 12 January 2004, Judge Liu Daqun issued separate warrants of arrest and orders for surrender for the following 12 accused: Ljubomir Borovcanin, Milan Lukic, Dragomir Milosevic, Sredoje Lukic, Vinko Pandurevic, Vujadin Popovic, Savo Todovic, Dragan Zelenovic, Stojan Zupljanin, Gojko Jankovic, Goran Borovnica and Ljubisa Beara. The warrants direct and authorise the competent authorities of any member State of the United Nations to which the warrants are transmitted to search for, arrest, detain and surrender to the International Tribunal those accused.

Judge Liu further ordered that the Registrar transmit to the Prosecutor a copy of the warrants for arrest and orders for surrender in order for the Prosecutor to be in a position to deliver them to the competent authorities of any member State of the United Nations in whose territory or under whose jurisdiction the accused reside, or was last known to be, or is believed by the Prosecution to be likely to be found.

The issuing of these warrants followed the filing of a Motion by the Prosecutor on 10 December 2003, in which she stated that, "Indictments have been confirmed and warrants of arrest and orders for surrender have already been issued by different Judges of the International Criminal Tribunal for the former Yugoslavia for all of the afore-mentioned accused.

The arrest warrants for these accused have either been addressed to me, the Prosecutor, or to a particular State. There exist no warrant of arrest and orders for surrender addressed to the authorities of any member State of the United Nations for these accused.

It is further submitted that it is in the interest of justice that the outstanding warrants of arrest and orders for surrender and relating orders are re-issued, addressed to any member State of the United Nations, by a single Judge of the International Tribunal in order to safeguard consistency in the format".
