REGISTRY AND CHAMBERS
Jim Landale, Spokesman for Registry and Chambers, made the following
statement
Good afternoon,
You all would have seen that yesterday President Meron sent
a letter to the President of the UN Security Council reporting Serbia
and Montenegro’s non-cooperation with the Tribunal.
On Monday, the ICTY Outreach Programme hosted a group of 22 students
from the former Yugoslavia and The Netherlands. The students were
participating in a study visit to The Netherlands as part of the
project 'Our Future - European Integration', which was organized
by three NGOs: IKV of The Netherlands, Fractal of Serbia, and The
Forum of Kosovo. The goal of the project was to inform young people
about European integration and encourage communication between Serb
and Kosovar youth. The students, ages 17-23, were briefed by Outreach
and attended a court session.
Tomorrow, Thursday 6 May, ICTY Outreach will be hosting a group
of 55 law students and professors from the Law Faculty in Kragujevac
in Serbia and Montenegro. This will be the first group of that size
to visit from a Serbian university at their own request. The visit
was facilitated by The Hague and Belgrade offices of ICTY Outreach
and will include a full-day programme at the Tribunal, including
briefings by Outreach and OTP representatives, as well as attendance
of court proceedings and a courtroom tour. On Friday, I understand
the group will visit the ICJ and ICC.
Next week ICTY Outreach will be hosting two high profile groups
from the former Yugoslavia.
The first group, Judges and Prosecutors from the Special Court
for War Crimes (SCWC) in Belgrade, will take place from Monday 10
to Friday 14 May. This study tour, which has been organized at their
request and sponsored by the UNDP in Serbia and Montenegro, is aimed
at building the channels of communication between the SCWC and the
ICTY and thus facilitating the transfer of knowledge and experience
accumulated through the practice of the ICTY to the domestic courts
and judiciary. In addition to numerous briefings provided by ICTY
representatives, Tribunal Judges have been invited to participate
in a roundtable with the Judges from Serbia and Montenegro.
The second group, who will be here between 11 and 14 May, come
from the Committee for Human Rights, Immigration, Refugees and Asylum
of the Bosnia and Herzegovina (BH) Parliamentary Assembly. The parliamentarians
will hear about the work of the Tribunal and how the BH Parliament
Assembly can help. The group is expected to meet with senior Tribunal
officials.
In terms of the court schedule:
There will be a status conference in The Prosecutor v. Kordic
and Cerkez before the Pre-Appeal Judge, Judge Schomburg, at
2.15 p.m. tomorrow, 6 May in Courtroom I. The Appeals hearing is
due to take place from 17 to 21 May 2004, and possibly also on 13
and 14 May, pending the outcome of the status conference.
There will be a status conference in The Prosecutor v. Rahim
Ademi at 2.30 p.m. on 7 May in Courtroom I. The accused is not
required to be present.
A reminder yet again that in The Prosecutor v. Stanisic and
Simatovic, there will be two hearings on 10 May 2004 commencing
at 10 a.m. to discuss motions for provisional release that have
been filed confidentially by both accused. This will be followed
by a status conference.
There will be a status conference in The Prosecutor v. Milutinovic,
Ojdanic and Sainovic at 2.30 p.m. on 12 May.
There will be a status conference in The Prosecutor v. Dragan
Nikolic before the Pre-Appeal Judge, Judge Guney, at 2.30 p.m.
on Friday 14 May.
In the case concerning allegations against Milka Maglov, Trial
Chamber II has ordered that the proceedings will resume on 24 May
at 2.15 p.m. in Courtroom III and that the Defence will be given
a maximum of three trial days to present its case.
Finally, I understand that the ADC will give a briefing after this.

Office of the Prosecution:
Jean-Daniel Ruch for the Office of the Prosecutor made no statement.
Questions:
Asked whether any further information would be forthcoming
on the Prosecutor’s report to the President before the Security
Council had considered the matter, Ruch stated that it was a matter
for the Security Council to decide whether to release the OTP’s
report or keep it confidential. He added that the Security Council
already had the report and would decide whether to release its contents
or not. Journalists should approach the Security Council for more
information.
In answer to a question on the concrete measures the Tribunal
was hoping would be taken against Serbia and Montenegro, Landale
responded that that was a matter for the Security Council. It would
have to decide what the appropriate next step was based on the President’s
letter.
