ICTY Weekly Press Briefing

Date: 19.05.2004

Time: 12:00

REGISTRY AND CHAMBERS

Jim Landale, Spokesman for Registry and Chambers, made the following
statement

Good afternoon,

The President of the Tribunal, Judge Theodor Meron,
has had meetings yesterday and today with a prominent delegation
of NGO’s interested in international justice, in the course of which
they discussed the current challenges and problems facing the Tribunal.
The Delegation included the President of the Open Society Institute,
Aryeh Neier, and representatives from Human Rights Watch, The Coalition
for International Justice, and ‘No Peace Without Justice’. I understand
that the delegation also met with the Prosecutor.

Last weekend, the ICTY, through its Outreach Programme,
took part in a conference entitled ‘Application of International
Standards in National Jurisdictions’, held on Tara Mountain in Serbia
at the invitation of the International Criminal Law Association
in Serbia. The conference was attended by numerous legal professionals
from the region of the former Yugoslavia and the topics discussed
included those of command responsibility under international law,
the Tribunal's Rules of Procedure and Evidence, human rights and
fair trial issues.

Representatives of the ICTY will take part in the first session
of the training programme for Croatian Judges and Prosecutors involved
in war crimes cases, to be held near Zagreb this Friday and Saturday,
21 and 22 May.

The programme has been organised by the Croatian Ministry of Justice
at its initiative and supported by ICTY Outreach, in accordance
with the Tribunal's mandate to assist in strengthening the capacity
of local judiciaries to handle war crimes cases. This is the first
of six training sessions to be held over the next six months.

Starting on Monday 24 May, a conference will be held at theTribunal
by the ICTY Victims and Witnesses Section (VWS) for the purpose
of meeting with health and welfare professionals from Serbia and
Montenegro to discuss the physical, emotional and psychological
needs of witnesses.

The purpose of the conference is to discuss how the establishment
of health and welfare networks throughout Serbia and Montenegro
could assist in providing preparation and follow-up services to
meet the health needs of witnesses who testify at the Tribunal.
These services will supplement the services undertaken by VWS while
the witnesses are in The Hague.

This three-day workshop will bring to the ICTY, a group of psychiatrists,
medical doctors, psychologists and social workers from Serbia and
Montenegro. A similar conference was held in December 2003 with
experts from Bosnia and Herzegovina, and further conferences will
be held with professionals from Croatia and Kosovo later this year.
The series of conferences is funded by the European Commission.

In terms of the court schedule:

We received word yesterday evening that the Prosecution
has completed its case-in-chief in The Prosecutor v. Pavle Strugar.
The Defence is expected to commence its case on 28 June.

There will be a status conference in The Prosecutor
v. Milan Martic
tomorrow at 3 p.m. in Courtroom II.

There will be a motion hearing on Tuesday 25 May
at 3 p.m in Courtroom II with regard to Jovica Stanisic’s motion
for provisional release.

In the case concerning allegations against Milka
Maglov, Trial Chamber II has ordered that the proceedings that were
to resume on 24 May will now take place on 14 June 2004 starting
at 2.15 p.m. in Courtroom I. This follows a "Confidential Scheduling
Order" filed on 18 May 2004.

Finally, I understand that the ADC will give a
