Transfer of Dragomir Milosevic

 

 

Today, 3 December 2004, Dragomir Milosevic was transferred to the Detention Unit of the International Criminal Tribunal for the former Yugoslavia.

Background

The Indictment of Dragomir Milosevic was filed on 24 April 1998 and remained sealed until 20 December 1998.

According to the Indictment, Dragomir Milosevic (born on 4 February 1942, in the village of Murgas, Ub municipality, Serbia) was the Chief of Staff to Stanislav Galic whom he succeeded as Corps Commander of the Sarajevo Romanija Corps of the Bosnian Serb Army in 1994. During his term the forces under his command and control are alleged to have conducted a campaign of sniping and shelling against the civilian population of Sarajevo.

The Indictment states that "Between 10 August 1994 and 21 November 1995, Dragomir Milosevic, as Commander of Bosnian Serb forces comprising or attached to the Sarajevo Romanija Corps, conducted a coordinated and protracted campaign of sniper attacks upon the civilian population of Sarajevo, killing and wounding a large number of civilians of all ages and both sexes, such attacks by their nature involving the deliberate targeting of civilians with direct fire weapons."

Charges

The Indictment charges Dragomir Milosevic on the basis of individual criminal responsibility (Article 7(1) of the Statute) and superior criminal responsibility (Article 7(3) of the Statute) with:

Four counts of crimes against humanity (Article 5 – murder; inhumane acts other than murder) and; Three counts of violations of the laws or customs of war (Article 3 – unlawfully inflicting terror upon civilians; attacks on civilians).
