ICTY TO TAKE PART IN THE TRAINING PROGRAMME FOR CROATIAN JUDGES AND PROSECUTORS INVOLVED IN WAR CRIMES CASES




Representatives of the International Criminal Tribunal for the former Yugoslavia (ICTY) will take part in the first session of a training programme for Croatian Judges and Prosecutors involved in war crimes cases, to be held near Zagreb on 21-22 May.


The programme, initiated and organised by the Croatian Ministry of Justice, is supported by ICTY Outreach Programme in accordance with the Tribunal's mandate to assist in strengthening the capacity of local judiciaries to handle war crimes cases.


The central aim is to assist Croatian authorities in their handling of war crimes cases that are brought before local courts as a result of local investigations, based on the information and evidentiary materials provided by the ICTY Office of the Prosecutor to the Croatian State Prosecutors’ Office, or as a result of the possible transfer of ICTY cases involving intermediary and
lower level accused in accordance with Rule 11 bis of the Tribunal’s Rules of Procedure and Evidence.


The programme will run from May to October 2004 and involve around 60 Croatian legal professionals. The training will cover numerous topics of particular relevance for war crimes proceedings, including the definitions of crimes under international and local laws, forms of criminal responsibility and association, targetting, investigation, charging decisions and methods of proof,
the conduct of investigations and drafting indictments, witness protection issues, penal policy as well as practical issues related to the provision of evidentiary materials and possible cases from the ICTY.


The Tribunal's Registrar, Mr. Hans Holthuis, as well as other senior officials of the Tribunal's Office of the Prosecutor and Chambers will represent the Tribunal in this first session of the training.
