Henry Hans Holthuis is appointed as Registrar of the International Criminal Tribunal for the former Yugoslavia.

The International Criminal Tribunal for the former Yugoslavia (ICTY) welcomes the announcement of the appointment yesterday, 11 December 2000, by the United Nations Secretary-General, Mr. Kofi Annan, of Mr. Henry Hans Holthuis as the new Registrar of the Tribunal. The appointment was made in consultation with Judge Claude Jorda, President of the ICTY, in accordance with the Statute of the Tribunal. President Jorda sought the opinion of the Judges of the ICTY in accordance with the Rules of Procedure and Evidence, and also consulted the Prosecutor, Madam Carla Del Ponte.

Biographical Note

Since June 1995, Mr. Holthuis, (born 17 July 1947) has been Chief Public Prosecutor and Head of the National Office of the Public Prosecutor’s Service of The Netherlands, based in Rotterdam. The National Office of the Public Prosecutor’s Service was started in 1995 as a new central body in the fight against organised crime.

Prior to this, Mr. Holthuis was the Chief Public Prosecutor of the District Public Prosecutor’s Office in Zwolle, The Netherlands.

Between 1988 and 1991, Mr. Holthuis was Principal of the Training and Education Centre of the Judiciary in Zutphen. He had a number of international contacts with sister training centres in Europe, including the ‘Ecole Nationale de la Magistrature’ in Bordeaux.

From January 1985 till September 1988, he was Solicitor/Advocate-General at the Court of Appeals in The Hague, during which time he contributed to the formulation of prosecuting policy within the area, specializing in drugs and fraud cases.

Throughout his career Mr. Holthuis has made contacts with numerous international organisations, including Procureurs de la République in France, the Special Anti-Mafia Prosecutor General in Rome, and the US Federal Bureau of Investigation and Drug Enforcement Agency in Washington.

Mr. Holthuis is a member of a number of national organisations including the Dutch Association for the Judiciary, of which he is a member of the board and for the last four years has been Chairman of the Public Prosecutors Section.

Mr. Holthuis speaks a number of languages, including English, French and German.

Mr. Holthuis, is married with three children.
