The Tribunal’s Outreach Programme this week made a significant donation of international legal publications to Montenegro’s Ministry of Justice, Central Library, Supreme Prosecutor’s office and Youth Initiative for Human Rights (YIHR).
The donation includes copies of the ICTY’s Judicial Reports, the Commonwealth Law Reports, the Encyclopaedia of Modern Legal Systems as well as a number of publications of the European Court of Human Rights.
Ms Branka Lakočević, Deputy Minister for the Judicial Sector of the Ministry of Justice of Montenegro, said that the donation was an example of good cooperation between the ICTY and Montenegro: “I would like to express my gratitude for this donation of books which will greatly contribute to the further reform of the Montenegrin judiciary, especially in terms of the implementation of the jurisprudence of the European Court for Human Rights.”
Ms Edina Hasanaga Čobaj, Executive Director of YIHR, said : “YIHR is very pleased to have received such a precious and sizeable donation of books. All the recipient institutions have shown gratitude for the books which will be very useful for their daily work and professional development. The books that have been donated to the Central library in Cetinje will be accessible to all citizens interested in the topics they cover.”
The donation is the second this month following a similar delivery on 10 January to Zagreb Law Faculty in Croatia. It forms part of a series of donations of legal publications made by the ICTY which included donations in August 2010 and March 2011 to universities in Priština and to judicial training centres in Bosnia and Herzegovina in May 2011.
The donations form part of the Tribunal’s commitment to promote respect for the rule of law and increase the access of students and legal practitioners to educational resources in the field of international law.
As the ICTY moves towards the completion of its mandate, the Outreach Programme is intensifying its efforts to provide governmental and civil society organisations, universities and other educational centres in the region with legal documents on the international criminal justice system and the Tribunal’s achievements within it.
The Outreach Programme was created in 1999 for the purpose of improving the understanding of the work of the Tribunal and its relevance in the territory of the former Yugoslavia. As the first programme of its kind, the Tribunal set a precedent for other criminal tribunals which have since set up similar initiatives.
The Outreach Programme is generously supported by the European Union.
