President Cassese reports to Security Council on the continuing
violation by the FRY of its obligation to cooperate with ICTY.

Resuming his series of high-level European meetings, the President of the ICTY, Judge Antonio Cassese, is today visiting Bonn.

He will meet the German Foreign Minister, Mr. Klaus Kinkel, and the Justice Minister, Professor Jortzig Schmidt, with whom he will review the activities and the situation of the Tribunal in the wake of the Dayton Peace Agreement.

One of the topics will be the cooperation of the parties to Dayton with the Tribunal.

In this regard, President Cassese has formally reported to the Security Council that the failure of the authorities of the Federal Republic of Yugoslavia to arrest two accused persons present in Belgrade last Monday gives "further evidence of the blatant failure of that State" to comply with its obligation to execute orders by the Tribunal.

The text of President Cassese's letter to the Security Council is attached.
