The ICTY Outreach representative for Croatia participated in the annual assembly of Croatia’s ELSA (European Law Students Association) branch at which he gave the participants a brief presentation of Outreach Croatian activities. After the presentation, ICTY information leaflets, including contact information for Outreach offices, were handed out. In addition the Outreach representative arranged to supply ELSA’s information desk at the Zagreb Law faculty with 200 ICTY information leaflets for a wider distribution among the students and faculty staff. Justice for All broadcast in Bosnia and Herzegovina |

On 14 December, the state television stations in both entities broadcast and Stabilisation force (SFOR) documentary on the ICTY entitled Justice for All. The film is an overview of the ICTY’s establishment and functioning, with comments by some public figures from the region including the director of the Belgrade Centre for Human Rights and president of the Croatian Helsinki Committee for Human Rights. According to a survey commissioned by SFOR, some 45 per cent of the population aged between 20 and 45 (target audience which makes up some 41 per cent of the total population) watched the documentary or a part of it. The broadcast was preceded by a billboard, poster and media campaign to inform people about the film. As the documentary was both informative and useful in dispelling some misperceptions, the broadcast was judged as a very positive development. This documentary was re-broadcast by entity television and several local TV stations in January 2003. This event was organised by SFOR to BiH |

Conference on the role of witnesses and victims in war crimes proceedings |

A two-day international conference on the role of witnesses and victims in war crimes proceedings was held in Belgrade. Three ICTY officials spoke at the conference: a trial attorney from the Office of the Prosecutor, an associate legal officer from the Chambers, and an associate support officer from the Victim and Witness Section. The purpose of the event was two-fold: to present how the ICTY deals with witnesses and victims, and to help initiatives in the FRY and in the region for developing better practices for dealing with witnesses and victims, thus advancing the processing of war crimes as a whole. This conference was organised jointly by ICTY Outreach, the Belgrade-based NGO Center for Anti-war Action and the UNDP-backed Judicial Training Center of Serbia, funded by the Embassy of Germany in Belgrade and the Judicial Training Center |

Meeting the protesters against Vasiljević's ICTY acquittal for crimes in Višegrad |
|
The group, which included survivors of the crimes Mitar Vasiljević was charged with and witnesses who testified in his trial, expressed their disappointment with the decision of the ICTY to acquit him of the charges relating to the death of 60 Bosniaks burnt alive in an abandoned house in the summer of 1992. When they announced their intention to organise the protest in front of the UN Building, the ICTY Outreach representative in BiH arranged a meeting with the representatives of the association a day prior to the protest to inform them of the contents of the judgements, the reasoning given by the judges, and procedures governing appeals before the ICTY. The BiH representative also met with the protesters on the day of the protest and held a meeting with some 20 victims to hear their objections to the judgement and to relay the details regarding the reasoning and procedures. Increase of the visibility of the ICTY in local communities |

The ICTY Outreach representative in Bosnia and Herzegovina paid a visit to the towns of Brčko, Bijeljina and Mostar with the aim to increase the visibility of the Outreach Office in BiH. These visits focused on the local media that usually do not have access to ICTY representatives. The initial assessment suggested that such an approach was highly effective with very positive comments coming from journalists involved and, in some cases, audiences. In the last week of November the BiH Coordinator appeared in the highest-rated political show on RS television. This event was organised by ICTY Outreach office in BiH |

The Outreach representative in FRY held a 45-minute lecture on the ICTY at the Belgrade-based Institute of Criminology and Sociology Studies, followed by a 45-minute discussion. Present were 12 members of the Institute, who in their questions and comments largely voiced commonly heard prejudices about the Tribunal. The most common complaint is that it is a politicised court and an instrument of a global attempt to put the greatest blame for wars and war crimes on the Serbs. The ICTY Symposium in Skopje was designed to provide information regarding the establishment, jurisdiction and procedural workings of the Tribunal, as well as the relevance of the ICTY in Macedonia, to a diverse Macedonian audience. This was the first time for representatives of the Registry, the Office of the Prosecutor and Chambers to address these issues in FYROM. The symposium followed the same format as six previous introductory events which took place across the former Yugoslavia in 2000 and 2001. A group of 45 law students from Slovenia visited the ICTY and during their one-day visit had the opportunity to learn about the ICTY – its establishment, mandate and be presented with an overview of the cases. Conference on the role of the witnesses in war crimes prosecutions |

This conference gathered the most active legal professionals in the field of war crimes from across Bosnia and Herzegovina as well as relevant government officials and Supreme Court judges, ICTY representatives, representatives of the largest war victims' associations from the three main ethnic groups, editors and journalists involved with the issue. The conference was divided into four sessions which addressed issues concerning the importance of witness testimony for any war crimes case, witness protection as practised at ICTY and in BiH, victims’ view of a war crimes' trial as a chance to tell their side of the story and the approach of BiH media towards protected witnesses. By the end of 2002 the plan was to print 200 copies of the transcript from the conference in BCS and 100 in English. Some 30 journalists from former Yugoslavia attended the round table “Reporting on the ICTY and War Crimes”. The subjects presented included, “Politicisation of media coverage of Tribunal’s work” and “Ours and theirs approach in reporting on war crimes”. Speakers included Edina Residović, a lawyer from Sarajevo, Gojko Berić, an analyst and commentator of Bosnian daily Oslobodjenje; Jasmina Debeljak of Media Center in Belgrade; and Stojan Obradović, editor in chief of STINA news agency based in Split, Croatia. The subjects discussed were centered on the following: lack of basic knowledge about the Tribunal on the part of journalists covering it, biased reporting based on “ours and theirs” approach and media manipulation by politicians using the Tribunal as a weapon in domestic political conflicts. The ICTY Outreach representative presented the view of the Tribunal regarding media coverage of its work and activities aimed at improving contact between the Tribunal and the media. “The Hague Live” broadcast in BiH |

The first in a series of four studio discussions under the title “The Hague Live” started on 14 May and broadcast on Belgrade’s B92 television and other members of the ANEM television network in Serbia. A key element of the programme is that studios in both Belgrade and in the Tribunal, The Hague, are connected by a video link which makes it possible to include studio guests in the two cities simultaneously in the same live-to-air discussion. The guests for the first discussion from the ICTY were the Deputy Outreach coordinator and Spokesperson for the Prosecutor. The second broadcast was scheduled for 28 May, featuring the Special Advisor to the Prosecutor and the Spokesperson for the Registry and Chambers. The programmes were co-produced by B92 and the Belgrade Media Center, which also served as the Belgrade venue for the studio discussions. |

The series of three half-day seminars on the criminal procedure at the ICTY and issues related to the defence of the accused before the Tribunal were organised for Serbian attorneys. The seminars were held in Niš (25 April), Novi Sad (26 April) and Belgrade (27 April) and in each city a local attorney with experience before the ICTY spoke at the seminar. Hague-based speakers were the Chief of the Office of Legal aid and Detention (OLAD) and the Deputy Outreach coordinator. The ICTY Outreach representative in FRY held two lectures on the ICTY in Novi Sad. The first lecture was held at the Novi Sad Law Faculty for an audience of around 100 law students, followed by a discussion on war crimes issues. After the lecture, the Outreach representative had a meeting with Prof. Branislav Ristivojević and members of the local branch of the European Law Students’ Association. On the same day the Outreach representative participated in a seminar titled "Confidence Building Measures”, organised by the Serbian Helsinki Committee for Human Rights. The audience consisted of 25 young people from various national minorities. As part of the initiative to expand the circle of outreach activities in the field, the Outreach coordinator for Croatia visited the Knin area. The region was heavily affected by the 1991-95 war and faced serious problems in the process of Croatian Serb return and unresolved status of Bosnian Croats occupying their property. The visit was coordinated with the OSCE Knin office and it involved several extensive presentations and briefings, both, to local groups and international representatives. The aim of the visit was to introduce the work of the Outreach Programme in Croatia, ICTY in general, reflect on ICTY Croatia-related indictments, explore venues for cooperation and means for information dissemination. The ICTY Outreach representative in Croatia held an extensive presentation about the Tribunal for the students at Zagreb University. It involved around 100 students from Zagreb Law School and visiting students from Ljubljana (Slovenia) Law School. The main part of the presentation focused on the issue of “Protected Witnesses in War Crimes Trials.” The students were particularly enthusiastic and interactive when the problems of the issue in Croatian judiciary were discussed. This two-day seminar was attended by professors and lecturers in criminal law and/or criminal procedure from Serbia, Kosovo, FYR Macedonia, Montenegro, Bosnia and Herzegovina, Croatia (including at least one professor from each state law university in these countries), prosecutors and judges form Croatia, representatives of the Ministry of Justice, local NGOs, some relevant government officials, law students and interested media. The participants attended presentations on the ICTY Statute, criminal code in the former Yugoslavia and international law, cooperation with the ICTY, ICTY jurisprudence and judgement summaries. This visit was organised in partnership between the ICTY and the Croatian Association for Criminal Sciences and Practice (CACSP), and sponsored by the Peace and Stability Fund of the Danish Foreign Ministry |

Journalists from BiH visit the ICTY |

A group of 11 journalists from throughout BiH paid a three-day visit to the Tribunal where they attended court hearings and briefings by the ICTY officials. The majority of visitors were from the RS, with two from Sarajevo and two from Herzegovina. An effort was made by ICTY Outreach to ensure access to footage and senior Tribunal officials for the TV journalist from the state-owned Radio Television Republika Srpska (RTRS). The contacts made during the seminar provided the basis for good media access for future ICTY-related stories and information. The Outreach representative in FRY spoke at a public panel discussion at the Centre for Cultural Decontamination. The Centre had intended the discussion as a public forum for citizens to exchange views about the Milošević trial (which had opened a day earlier). On the first trial days the Centre also organised public viewing of the trial in its premises. Other participants in the discussion were Dušan Ignjatović of the Yugoslav Lawyers’ Committee for Human Rights and Petar Luković, a free-lance columnist. This two-day international seminar gathered 70 local and international legal professionals. Speakers included: a former judge from the ICTY, Almiro Simoes Rodriges, a few defence attorneys, one legal adviser, the Human Rights Ombudsman of BiH, professors from faculties of law from the region, prosecutors from the Cantonal Prosecutor Office in Sarajevo . The presentations on the practice and procedure before the ICTY and domestic courts were held by the professionals from the region and abroad. The Outreach representative in FRY attended an international conference titled “Towards Global Justice: Accountability and the International Criminal Court” held at the Wilton Park Conference Center, England. The main topic of the conference was the ICC, with extensive discussion on the ICTY and the ICTR. Speakers included the ICTY Deputy Prosecutor, the ICTR Registrar and the ICTY’s former Prosecutor, Louise Arbour. The Outreach coordinator in FRY was asked to give a detailed overview of the goals, working methods, prospects and experiences of the ICTY Outreach in a panel discussion. The group of 38 legal representatives from Serbia attended a five-day visit to the ICTY. This visit was organised as the third session of the specialised training programme on international humanitarian law for Serbian judiciary. This session concluded with a mock trial based on a hypothetical scenario prepared by the Tribunal’s Office of the Prosecutor. The Serbian judiciary attended presentations about the work of Chambers and OTP (with a special focus on gender crimes) and the Registry (the Victims and Witnesses Section and the Office of Legal Aid and Detention Matters).
