Croatian law students visit the ICTY

A group of 11 students of law from across Croatia visited Tribunal and were welcomed by Outreach. During this three-day visit they had opportunity to hear presentations from the Office of the Prosecutor, Registry and Chambers and attend court proceedings, including the Galić Status Conference. They also were briefed on media covering the Tribunal’s trials and the Detention Unit.

“Human Rights in South-Eastern Europe and the Process of European Integrations” Conference

The Outreach representative in Croatia attended an international conference titled “Human rights in South-Eastern Europe and the process of European integrations”. The Croatian coordinator, the only representative of the international community to attend the entire conference, spoke on two occasions, discussing the following topics: the primary goals of the ICTY, the scope of its activities and the valuable support that NGOs can give to the Tribunal.

Working visit of ICTY judges to Sarajevo
Six representatives of Trial Chamber II and the Appeals Chamber paid a visit to Sarajevo. The overall aim of visit was to establish closer contact between the ICTY and the local legal professionals, particularly to enable an exchange of views and experiences between the ICTY judges and their Bosnian colleagues.

ICTY: Facts and Models for Cooperation
The fourth in a series of six regional seminars held in the territory of the former Yugoslavia took place in Mostar. The two-day event provided the participants with a general introduction to the ICTY: overview of the establishment, structure and organisation of the Tribunal as well as the applicable law and jurisprudence.

The partner organisation was  the Helsinki Committee for Human Rights (HCHR) and sponsored by the Peace and Stability Fund of the Danish Foreign Ministry

Interchurch Peace Council Visit ICTY

This brief visit was organised as part of a weeklong programme called “Peace Week” held by the Dutch NGO, Interchurch Peace Council (IKV). The “Peace Week” is an annual event with a different subjects related to questions of war and peace as its main theme. This year’s subject was “Peace for the City” and two journalists from Kosovska Mitrovica, one Serb and one Albanian, attended the programme. They requested to visit the ICTY during they stay in Netherlands in order to hear about its work, especially related to Kosovo.

Visit of judges from Mostar Cantonal Court

The group of 4 representatives of Herzegovina-Neretva Cantonal Court, including the President, attended a one-day visit to the Tribunal. During this visit, organised by Office of the High Representative (OHR) in Bosnia and Herzegovina, legal representatives were welcomed by the ICTY President, Deputy Prosecutor and Registrar. They attended a presentation on Victims and Witnesses Section, a round table with prosecutors and court proceedings. The group was accompanied by the Deputy High Representative, Regional Office South in BiH and 2 Anti-Fraud officers from the Office of the High Representative (OHR).

19-20 September, Zagreb, Croatia

Working visit of ICTY judges to Zagreb

The group of 3 ICTY judges paid a visit to Zagreb. During this two-day visit they met the representatives of Croatian legal institutions and organisations, and representatives of Faculty of Law. This was the first visit of Tribunal Judges to Croatia in the seven years since Tribunal had been established. The most ambitious meeting in terms of the number and professional level of participants was the round-table meeting hosted by President of the Supreme Court of Croatia. The aim of visit was to exchange the experiences and mark the problems they faced in the processing of war crimes.

“ICTY and Victims of War” symposium

The third in a series of six regional conferences held in the territory of the former Yugoslavia took place in Zagreb. The symposium differed from previous events because it was not a general presentation of the ICTY, but it was focused on one specific aspect of Tribunal’s work – victims’ position. The two-day conference discussed the role of victims at the ICTY and the problems they face in relation to giving testimony at the Tribunal.

21 July, Dubrovnik, Croatia

Croatian Outreach representative at Summer School on Human Rights 

The Croatian Outreach representative and an OTP Senior Legal Advisor spoke at Summer School on Human Rights organised in Croatia. The entire day, as part of two-week course, was devoted to the ICTY. The OTP Senior Legal Adviser held the extensive presentation on establishment of tribunal, its legal system and organisational structure. The Outreach representative from Croatia gave a presentation on the Outreach Programme. At the same time students were invited to propose new methods of work for Outreach.

“Local NGOs in post-conflict Bosnia and Herzegovina and their vision of mechanisms for transitional justice” seminar

The Croatian Outreach coordinator attended a seminar titled “Local NGOs in post-conflict Bosnia and Herzegovina and their vision of mechanisms for transitional justice” organised in Sarajevo. The seminar was the culmination of a research project of two students from Tufts University. The Croatian Outreach coordinator spoke to the research project Board of Advisors and few NGO activists and journalists about the goals and activities of the Outreach Programme.

This seminar was organised by the Human Rights Centre of the University of Sarajevo, in conjunction with Tufts University's EPIIC Centre (Education for Public Inquiry and International Citizenship)

“Justice at Work” video

The Head of the Tribunal’s Special Projects, AV Unit and an Outreach intern visited Croatia in order to film material for the Outreach produced documentary video on the ICTY called “Justice at Work”. The interviews were scheduled with the Croatian President, the Minister of Justice, 2 attorneys and group of law students from Zagreb.

International symposium in Opatija, Croatia

The International Symposium “International Criminal Tribunal for the former Yugoslavia” took place in Opatija. The aim of this symposium was to provide an informal forum for Croatian and international experts, Tribunal representatives and Croatian politicians and government officials to discuss the legal, moral and political aspects of the work of the Tribunal, with special focus on Croatia’s cooperation with the ICTY. 

This event was organised in partnership between Croatian Law Centre and Croatian Association for Criminal Sciences and Practice

CEDEM Human Rights School

The Outreach representative in FRY attended a Human Rights Seminar in Budva and gave an overview presentation of the work of the ICTY as well as an illustration of the various procedural steps through a concrete example (the Aleksovski case). The presentation was followed by a very active discussion and was well covered by local media.

31 March, Osjek, Croatia

Outreach lecture in Osijek

The Outreach representative in Croatia visited the Faculty of Law in Osijek and delivered key Tribunal documentation to the faculty’s Library. During this visit the Outreach representative spoke ata round-table event organised by the European Law Student’s Association (ELSA) Osijek. The short presentation on the organisation and work of the Tribunal was given to 30 students – all of whom were members of ELSA in Croatia.

“Opportunuties for Defence Counsel at the ICTY” Seminar
The ICTY Outreach office in Croatia took part in seminar “Opportunities for Defence Counsel at the ICTY”. Members of the Tribunal’s Office for Legal Aid and Detention Matters spoke at this seminar about the ICTY in general and more specifically about the requirements and possibilities related to the work of defence counsel.

This seminar was organised in partnership between Outreach  and Croatian Bar Association

3 March, countries in region   SENSE television magazine “Tribunal” launched

A 15-minute per week Bosnian-Croatian-Serbian (BCS) language television programme called “Tribunal” was launched by the independent SENSE news agency. The programme was fed to television stations throughout the region of the former Yugoslavia for re-broadcast. “Tribunal” provided coverage of the week’s proceedings in the courtrooms with additional mini-features concerning Tribunal matters. Outreach provided considerable assistance and supported the initiative.

The broadcasting of this TV magazine was provided by independent Sense News Agency and funded by European Commission
